Federal Lobbying Disclosure
Iowa employees can and do engage in federal advocacy and lobbying activities on behalf of the University. Before engaging, please review the guidelines below. Iowa employees are asked to coordinate advocacy with federal relations staff to ensure clear and consistent messaging and ensure compliance with federal reporting requirements.
 In general:

  • Notify the Office of Governmental Relations before any contact with a federal official covered under the Honest Leadership and Open Government Act of 2007, if you speak on behalf of the University or use University resources to make contact (see list of covered officials below). If you are approached or asked to provide testimony, please let us know so that we can assist you.
  • When engaging in professional society contacts with the Federal Government, be careful not to speak on behalf of the University unless coordinated with federal relations officers. Do not sign letters on behalf of the University or use Iowa letterhead for such contacts without first discussing with the Office of Governmental Relations.
  • Using University resources for personal political activities is prohibited under 32.7 Use of University Resources.
  • Report any lobbying activities by: 
    • January 15th, 2025, for 2024 Q4 lobbying activities between October 1 and December 31 (2024)
    • April 15th, 2025, for Q1 lobbying activities between January 1 and March 31
    • July 15th, 2025, for Q2 lobbying activities between April 1 and June 30
    • October 15th, 2025, for Q3 lobbying activities between July 1 and September 30

Nothing prevents Iowa employees from expressing personal views, on personal time, with personal resources. 

Reporting Requirements

The University of Iowa is required, under the Honest Leadership and Open Government Act of 2007 [P.L. 110-81, 2 U.S.C. Sec. 1601 et seq.], to report all federal lobbying contacts and lobbying activities conducted and performed on behalf of the University of Iowa every quarter. 

Lobbying Activities

Lobbying activities at the University of Iowa involve advocating for policies and funding that support our educational, research, and healthcare missions. This includes engaging with federal lawmakers and agencies to promote legislation and programs beneficial to the university and its stakeholders.

Compliance and Ethics

We ensure that all lobbying activities are conducted ethically and in compliance with federal laws. Our staff and representatives are trained to follow the highest standards of conduct, ensuring that our advocacy efforts are transparent and accountable.
